In November 2023, the salaries of federal government employees who have not verified their details or enrolled in the Integrated Payroll and Personnel Information System (IPPIS) will be suspended. This decision comes after a one-month grace period granted by the Office of the Head of Civil Service of the Federation.
Suspension of Salaries
Sources familiar with the matter have informed us that the salaries of civil servants who failed to comply were temporarily suspended for August 2023 by the Office of the Accountant General of the Federation.
A reliable source, who wished to remain anonymous, emphasized the importance of the grace period and the impending consequences, stating, “A grace period was given, and the deadline ends on October 27, 2023.
Anyone who fails to take advantage of this opportunity will have their salaries suspended from the end of October. This means no salaries for this month.”
Corroborating this information, a senior official in the civil service shared a letter issued by the Office of the Head of Service of the Federation, dated October 3, 2023.
Background of the Verification Exercise
The letter addressed to all Permanent Secretaries provides context, stating, “It will be recalled that the Office of the Head of the Civil Service of the Federation initiated the verification exercise for all staff in the core ministries, departments, and agencies in May 2017. Circulars were issued to inform all civil servants about the importance of this activity.”
“To facilitate this process, the Integrated Personnel and Payroll Information System’s (IPPIS) verification portal was created, and all civil servants were instructed to update their records on the portal. This was followed by a physical verification of the documents submitted by them. The exercise was repeated in subsequent years and concluded in April 2023.”
“At the conclusion of the exercise, the Accountant General of the Federation was instructed to include only those civil servants whose records had been verified and uploaded on the IPPIS portal. Unfortunately, it has come to our attention that some civil servants did not participate in the exercise or neglected to complete it, resulting in the suspension of their salaries.
All affected officers who have had their salaries suspended now have a final opportunity to access the IPPIS verification portal, update their records, and present themselves for physical verification.”
Categories of Affected Officers
The letter categorizes the affected officers into two groups:
- Those Who Did Not Update Their Records Online: This group includes civil servants who did not update their records on the IPPIS portal.
- Those Who Updated Records But Could Not Complete the Process or Print the Slip: This category comprises individuals who began the online registration process but encountered difficulties in completing it or were unable to print the confirmation slip.
